Jackson Walker attorneys Leonard Dougal, Cassandra Quinn and Jake Arechiga contributed three chapters to the second edition of Essentials of Texas Water Resources just published by the State Bar of Texas. The Essentials of Texas Water Resources is a comprehensive publication, bringing together in a single volume all aspects of Texas water law and resource management, including the law on surface water rights and groundwater. The publication also includes chapters on water rights permitting, environmental flows, impact of endangered species law, flooding, retail water supply, certificates of convenience and necessity, drinking water, dredge and fill permits, and numerous other topics relevant to water resource development in Texas.
Mr. Dougal and Ms. Quinn co-authored the chapters "Flood Management" and "Drinking Water Supply Issues: Water Utilities--CCNs and Rates." This is their second time to contribute these chapters to the publication. Mr. Arechiga's chapter is titled "Energy-Water Nexus" and included extensive input from Mike Nasi.
